DAR 1+3 program boosts transparency and funding for diaspora projects

The "DAR 1+3" Diaspora Home Succeeds Program will be extended through 2030, with increased transparency in the use of financial resources within the program, according to a decision approved by the Government.

The changes aim to increase the minimum total project amount from 300,000 to 400,000 lei (15,000-20,000 euro) and raise the Government’s contribution from 250,000 to 350,000 lei. Another change involves expanding the eligible sectors of the Program. Citizens of the diaspora will be able to collaborate with local authorities to implement projects in infrastructure, environmental protection, the economy, energy efficiency, culture, education, and social protection.

Additionally, the process for accessing projects will be simplified, and applications will be able to be submitted electronically.

It is important to note that DAR 1+3 is an initiative designed to encourage the diaspora to invest in the economic and social development of the Republic of Moldova. Project financing follows the "1+3" formula: the diaspora, the Government of the Republic of Moldova, local public authorities, and development partners. Since 2020, more than 194 local development projects have been completed under this program.

In today’s meeting, the Government also approved amendments regarding the organization of Diaspora Days. Therefore, the period for Diaspora Days will now be flexible rather than fixed, as it has been in the past, and the role of organizer will be assigned to the Bureau of Diaspora Relations within the State Chancellery.

Furthermore, the DOR Program, designed for children of the Moldovan diaspora, will be incorporated into the activities during Diaspora Days.
