Moldova's EU future: Negotiation clusters set to open

The leaders of the 27 European Union member states have officially invited the EU Council to take the next steps in Moldova's EU accession process, by opening negotiation clusters when the conditions are met.

In the conclusions adopted at the European Council Summit on June 26, 2025, the Republic of Moldova is congratulated for its implemented reforms and is encouraged to maintain the same pace. "The European Council reiterates the European Union's firm support for the Republic of Moldova's accession path," states the point dedicated to Moldova.

Furthermore, European leaders "commend Moldova for the pace of its accession-related reforms, welcome the significant progress made, and encourage both Moldova and the Commission to intensify their work in the accession process."

An important point is that the European executive body, the Commission, has assessed that "the cluster on fundamentals is ready to be opened," and this assessment was "noted with appreciation" by the European Council.

"The European Council invites the Council to take the next steps in the accession process, in line with the merit-based approach, by opening the clusters when the conditions are fulfilled," the conclusions further state.
