Moldova kindergartens gain budget autonomy

Public kindergartens, early childhood education centers, and combined nursery-kindergartens will be able to transition to a new budget management system, allowing them to independently manage financial resources allocated from the state budget.

The decision was approved during the Government's July 16th meeting.

According to the Ministry of Education and Research, until now, the budgets of these institutions were directly managed by local city halls. This new measure will enable the decentralization of the process and boost the autonomy of preschool education institutions.

Minister of Education and Research, Dan Perciun, stated that the reform will positively impact both local public administrations and kindergartens and schools that implement diverse educational programs.

"The way budgets are managed will be significantly simplified, allowing for more efficient administration that is tailored to the real needs of each institution. The objective is to increase autonomy and provide institutions with the opportunity to make better use of the resources made available by the state. While we have extensive experience with schools, this model is a new step for kindergartens," explained the minister.

The implementation of the new system will be based on a decision from the founding authority (the local council) and with the approval of the City Hall. Consequently, kindergartens will be able to independently conduct public procurements, in strict compliance with current legislation.
