Pension agreement for Moldovans in Italy will take effect on September 1, 2025

Starting September 1, 2025, hundreds of thousands of Moldovan citizens who have worked in Italy and paid social contributions will be eligible to receive pensions and other social benefits from Italy. A social security agreement between Moldova and Italy allows for the aggregation of contribution periods completed in both countries.

According to the Ministry of Foreign Affairs (MAE) of the Republic of Moldova, retirement applications can be submitted in both Moldova and Italy.

Depending on the contributions made, citizens may qualify for various types of pensions, including an old-age pension, a survivor's pension (in the event of a family member's death), a disability pension, and compensation for work-related accidents or occupational diseases.

The MAE informs that this agreement applies only to contributory pensions—those based on actual social contributions. It does not extend to the Italian social pension (assegno sociale), which is provided by the Italian state to individuals over 67 years of age who have legally resided in Italy for at least 10 years.

Additionally, the MAE has announced that in September and October 2025, the Embassy of the Republic of Moldova in Rome, along with consulates in Milan and Padua, will hold public information sessions for Moldovan citizens. Specialists from the National House of Social Insurance will also participate in these sessions.

The agreement was signed in Rome on October 31, 2025. As of 2022, over 271,000 Moldovan citizens had contributed to the Italian pension system.

It is noteworthy that the Republic of Moldova has signed international agreements on social security with many countries, including Romania, Portugal, France, Bulgaria, Luxembourg, Austria, Estonia, the Czech Republic, Poland, Hungary, Belgium, Lithuania, Germany, Turkey, Belarus, Greece, Italy, Spain, and Latvia, based on the principle of proportionality.

Currently, Moldova is negotiating similar treaties on social security with Ukraine, Slovakia, Switzerland, Ireland, and Albania. These agreements will enable Moldovans who have worked legally in these countries to access pensions, regardless of whether they choose to stay abroad or return home.
