CEC notifies PA on four political groups; “Renaștere” Party, Victoria Furtună told to return state funds

The Central Electoral Commission (CEC) will inform the Anti-Corruption Prosecutor's Office about the actions taken by four political parties during the campaign for the presidential elections and the republican constitutional referendum scheduled for fall 2024. During its meeting on August 14, the CEC approved control reports that focused on the activities of several parties and candidates. Additionally, the CEC called on the "Renaștere" Party and independent candidate Victoria Furtună to return any amounts collected or spent in violation of the law to the state budget.

The Central Electoral Commission (CEC) has approved a comprehensive report on the financing of the following political parties for the period from July 1 to October 31, 2024: "Forța de Alternativa și de Salvare a Moldovei", "Victorie", "Sansă," and "Renaștere." These entities are part of the self-proclaimed political bloc "Victory-POBEDA."

In the same decision, the CEC ordered the Political Party "Renaștere" to pay 79,128 lei to the state budget. This amount was collected in the form of donations from individuals who violated existing laws. The party must provide proof of payment by August 19, 2025.

Additionally, the CEC will notify the Anti-Corruption Prosecutor's Office (PA) regarding the organization of political and socio-cultural events by the four parties. These events were held without documents confirming the legality of obtaining and using funds totalling 2,914,826 lei. The Ministry of Justice will also be informed to take necessary actions as stipulated by the Law on Political Parties.

This decision passed with six votes in favor and three abstentions.

In another decision, the CEC approved a report on the financing of the initiative group and the electoral campaign of independent presidential candidate Victoria Furtună for the same period of July 1 to October 31, 2024. According to CEC Vice-President Pavel Postica, Furtună used financial resources not reflected in her financial management for website development, video production, and online promotion, amounting to 229,636 lei.

The CEC ordered Furtună to pay 229,636 lei to the state budget, as these actions fall under the Contravention Code. This decision was supported by five votes in favor and three abstentions.

The examination of the report for the "Partidul pentru Viitorul Moldovei" was postponed until August 20 at the request of the party's lawyer, who is on medical leave.

On August 4, the CEC completed its comprehensive review of the financing of political parties, the initiative group, and the electoral campaign of independent candidate Victoria Furtună. The details of these reports were published on the CEC's website. The review included the activities of the Pentru Viitorul Moldovei Party, the "Renaștere" Party, the "Forța de Alternativa și de Salvare a Moldovei" Party, the "Șansă" Party, the "Victory" Party, along with the initiative group and Victoria Furtună's electoral campaign, covering the period from July 1 to October 31, 2024.

The impetus for this control originated from complaints filed by Octavian Țîcu, the candidate designated by the Electoral Bloc “Împreuna,” and multiple relevant institutions regarding violations of the regulatory framework concerning the financing of these electoral campaigns. Following an order by the CEC President, a control group was formed to carry out the verification process from November 6, 2024, to July 31, 2025.
