Moldova Tech Fund: State support for digital innovation & startups

Moldova is establishing a new state fund to support digital innovation and tech startups.
The fund, which is scheduled to launch at the end of September 2025, will be managed by the Moldova Innovation Technology Park (MITP). Authorities are currently in talks with European partners to secure the necessary funding.
The fund will provide non-reimbursable grants for innovative IT projects, covering stages such as idea validation, product development, international partnerships, export, and competitive growth.
Michelle Iliev, State Secretary at the Ministry of Economic Development and Digitalisation (MDED), said the fund represents a strategic step for the development of Moldova's IT sector. It marks a significant shift from consolidating outsourced services to the direct support of globally competitive, innovative products.
"Through this fund, we will focus resources on developing strategic areas like artificial intelligence, cybersecurity, and biotechnology," Iliev explained.
According to Ms. Iliev, MITP has already become a regional technology and innovation hub. "The economic impact is already evident," she stated. "We have seen a turnover of 15.2 billion lei; a 1.5 billion lei contribution to the public budget; and a 14% increase compared to 2023. This is in addition to the 2,370 residents from 42 countries."
The fund will be managed by a coordinating committee, while the minimum resident contribution will be tripled to 150 lei from the current 50 lei. The processes for registration and adjusting the fiscal regime will also be fully digitised.
While MITP already offers an attractive fiscal framework, the lack of a structured fund has limited the potential of residents to turn innovative ideas into products. The new fund's primary goal is to accelerate the development of Moldova's digital innovation ecosystem by attracting talent and mobilising investments from both the diaspora and external sources.
