ASP will issue free temporary IDs on election day

Citizens of the Republic of Moldova who are eligible to vote but do not have valid identity documents will be able to obtain free provisional identity cards, which are required for voting. Additionally, identity documents that have already been prepared will also be distributed, according to the Public Services Agency (ASP).
According to the Agency for Public Services (ASP), individuals who submitted applications for an identity card between August 28 and September 25, 2025, will be able to collect their documents by September 28, regardless of the order deadline or the fee paid.
On Sunday, September 28, 2025, which coincides with the parliamentary elections, the ASP’s territorial subdivisions will operate on a special schedule from 7:00 AM to 9:00 PM, as noted by the agency.
It is worth noting that there are over 3.299 million citizens eligible to vote, as listed in the State Register of Voters. Approximately 2.764 million of these eligible voters are included in the electoral lists for cities and villages, distributed across districts and municipalities.
The remaining voters fall into two categories: over 258,000 Moldovans who reside outside the country or are legally abroad, and around 277,000 voters from the left bank of the Nistru, a region outside the control of the constitutional authorities.
