Alexandru Munteanu unveils first six ministers in new Cabinet

Prime Minister-designate Alexandru Munteanu is presenting, one by one, the members of the government he would lead. So far, Alexandru Munteanu has introduced potential ministers Vladislav Cojuhari, Emil Ceban, Cristian Jardan, Valeriu Chiveri, Eugen Osmochescu and Andrian Gavriliță.
Vladislav Cojuhari – Minister of Justice

Vladislav Cojuhari is the only one of the three ministers announced on Sunday by the designated prime minister with ministerial experience.
Born in April 1985, he holds a law degree from the "Ștefan cel Mare" Academy of the Ministry of Internal Affairs and a master's degree in Criminal Law. He also graduated from the National Research School in Brussels, Belgium (specialty: Information Analysis, 2011–2012), and the United States Academy of Investigation, Quantico, USA (specialty: Information Analysis, Leadership and Combating Terrorism, 2017).
From December 2024, until the end of the mandate, he holds the position of Secretary General of the Ministry of Internal Affairs in the Government led by Dorin Recean. Previously, he was Deputy Secretary of the Ministry of Internal Affairs and headed the Directorate for Policies in the Field of Public Order and Security, Combating Crime.
Until 2023, he was the head of the Political Directorate for Prevention and Combating Crime within the Ministry of Internal Affairs and the deputy head of the Analysis Center of the National Investigation Inspectorate of the IGP. He also worked as a senior inspector and headed several sections of the IGP.
Emil Ceban – Minister of Health

Emil Ceban, 59, is the rector, a doctor habilitated in medical sciences, a corresponding member of the Academy of Sciences, and a university professor.
He graduated from the State University of Medicine and Pharmacy "Nicolae Testemitanu", Faculty of General Medicine, in 1993, and in 1998 he defended his doctorate in Urology. He also has a degree in Law from the University of European Studies of Moldova (2012) and a graduate of the master's program in Economics, Management specialty, from the Academy of Public Administration (2017).
Since 2000, he has been the president of the Trade Union Committee of students at the "Nicolae Testemitanu" State University of Medicine and Pharmacy, and since 2010 – the president of the Trade Union Committee of the institution's collaborators.
He was elected rector in 2019 and re-elected in October 2024.
Cristian Jardan – Minister of Culture

Cristian Jardan, born in 1983, is a journalist and media manager. He studied at Babes-Bolyai University in Cluj-Napoca, Faculty of Sociology and Social Work. After graduation, he worked at the Ungheni Business Support Center.
He worked in television, starting with Pro TV Chișinău, then at Media Production and GMG. For almost 5 years, from 2015, he was the owner and administrator of the UNIMEDIA.INFO platform. Later, he was a social media manager and editor-in-chief at Ziarul de Garda.
Since December 2020, he has been the founder of the Public Association "Replica Media", which owns the news portal of the same name. At the same time, he was a member of the Supervisory and Development Council of the Public Broadcaster "Teleradio-Moldova".
Since March 2023, he has served as political advisor to the Cabinet of Prime Minister Dorin Recean.
Valeriu Chiveri – Deputy Prime Minister for Reintegration

Valeriu Chiveri, 61, is a diplomat who recently concluded his term as Ambassador of the Republic of Moldova to Ukraine, after nearly 4 years in that role. He announced the end of his mission through a message shared on social media last week.
In his announcement, Chiveri reflected on his time in Ukraine, emphasizing that his experience was shaped not only by the geopolitical landscape but also by the relationships he built. He expressed gratitude to the partners, colleagues, and friends who supported him during this challenging period, marked by the outbreak of war in Ukraine.
Chiveri has also served as the Republic of Moldova's ambassador to Turkmenistan, Uzbekistan, and Armenia. He holds degrees from the State University of Moldova, the Technical University of Moldova, and the National School of Political and Administrative Sciences in Bucharest, Romania, where he specialized in international relations.
Prior to his role in Ukraine, he led the OSCE Programme Office in Dushanbe, Tajikistan, from 2019 to 2022, and previously served as Deputy Head of the OSCE Programme Office in Bishkek, Kyrgyzstan, from 2016 to 2019. Between 2013 and 2015, he was the Deputy Minister of Foreign Affairs and European Integration under the governments of Iurie Leancă and Chiril Gaburici. Additionally, he held the position of Ambassador of the Republic of Moldova to Austria and served as the Permanent Representative to the OSCE and other UN organizations in Vienna from 2010 to 2013.
Eugen Osmochescu – Minister of Economic Development and Digitalization

Eugen Osmochescu is an expert with over 25 years of experience in the development, implementation and evaluation of strategies, policies and institutional reforms to increase economic competitiveness.
Throughout his career, he has collaborated with international organizations such as the World Bank, the European Union institutions, the OECD and CEFTA, contributing to significant projects in the areas of sustainable development, investment, digitalization, governance and innovation.
He worked as a project manager at the International Finance Corporation (IFC) and moderated international events, such as the International SME Conference.
Eugen Osmochescu contributed to improving the Fiscal Code, including the chapters on income tax, local taxes, indirect taxes, and fiscal administration, with special provisions for free economic zones and industrial parks.
He provided advice to the Parliamentary Committee on Budget and Finance, analyzing draft laws in areas such as public administration, taxes, economic reforms, anti-dumping, competition, monopolies, trade and privatization. He contributed to the creation of the country's first special economic zone.
Andrian Gavriliță – Minister of Finance

Andrian Gavriliță has over 20 years of experience in economics, public policy, and international affairs. He has been proposed to lead the Ministry of Finance.
He holds a degree in Marketing and Logistics from the Academy of Economic Studies of Moldova.
Gavriliță has held several positions within the government. In March 2015, he was appointed Head of the Cabinet of Prime Minister Chiril Gaburici, but he was dismissed from this position in June of the same year.
Additionally, Alexandru Gavriliță served as an advisor in the government team led by Natalia Gavrilița.
We would like to remind you that President Maia Sandu has designated economist Alexandru Munteanu as a candidate for the position of Prime Minister. The decree was signed on Friday, October 24, following consultations with the Head of State by the parliamentary faction of the Action and Solidarity Party.
The candidate designated for the position of Prime Minister has 15 days to present to Parliament the proposed list of ministers and the government program.
Then, the Government will be put to a vote in plenary and sworn in if it obtains the vote of the majority of deputies.
After the investiture vote, the President of the Republic of Moldova has a maximum term of 14 days to sign the appointment decree, and the ministers take the oath — at which point the new Executive officially takes office.
