Security Forum 2025: “Russia failed to derail Moldova’s European path”

The Republic of Moldova has chosen to align itself with the European Union, viewing this choice as a vital security measure. Citizens have the right to determine their own future, and support from partners who share similar values is essential for achieving their goals and enhancing resilience against external threats. These statements were made during the second edition of the Security Forum of the Republic of Moldova, held on November 18 and 19 in Chisinau.

Millions invested to redirect the European path

President Maia Sandu emphasized at the forum that disinformation can be extremely harmful. In the Republic of Moldova, Russian propaganda aims to undermine people's trust in leadership and state institutions, as well as to create tension between residents of different regions in the country.

"The most damaging issue we uncovered last year was the vote-buying scheme, and I believe we have been more effective in addressing it than ever before. Our institutions have achieved remarkable results, and I am confident they will continue to do so," declared Maia Sandu.

The government’s efforts have successfully reduced instances of electoral corruption: from several hundred thousand votes bought in previous elections to about 30,000 in this year's parliamentary elections. While the progress is significant, ongoing efforts are essential, and all involved must be held accountable.

"The phenomenon must be completely eradicated. People need to understand that they will face greater consequences than any potential gains from selling votes. They could even end up in prison for such activities. Electoral corruption is one of the most detrimental practices for democracy," the president stated.

Cybersecurity: A significantly costly investment

The head of state expressed gratitude for the support from partners in strengthening cybersecurity, an area that demands substantial investments, particularly for a smaller country like the Republic of Moldova. She also emphasized the necessity for more decisive actions regarding online platforms, where disinformation is often amplified by inauthentic accounts.

"Consolidated democracies must carefully consider how to protect people from the effects of social media platforms. These are not genuine, real opinions; rather, they are opinions spread to reach the widest possible audience. Statistics from Moldova indicate tens of millions of uses of inauthentic accounts on platforms such as Telegram and TikTok," Maia Sandu stated, adding that analyses confirm these accounts are financed by Russia.

Justice reform: cautious optimism

Maia Sandu has expressed cautious optimism about justice reform and its significance in protecting democracy and enhancing state security. She noted that, for the first time this year, the justice system has actively participated in addressing the illegal financing of political parties, which Russia has been heavily funding, including through cryptocurrency.

"We are talking about 300 million Russian rubles that were directed to influence the last elections," the president emphasized.

"This year, we have witnessed the justice system at work—not just the judicial process. When it comes to illegal financing, the situation is quite complex. What has made a difference now is that all institutions have collaborated, including those in the field of justice, and we have seen convictions as a result," the head of state added.

If Ukraine resists, Moldova enjoys peace

In her remarks about defense, Maia Sandu emphasized that investments in this area are a priority and highlighted that the Republic of Moldova plays a role in regional stability. The peace enjoyed by Moldova is primarily due to Ukraine’s resilience.

“If Ukraine resists, Moldova enjoys peace. We are deeply grateful to Ukraine for the courage shown by its people and leaders. It is clear that Ukraine needs more support. If it had received more consistent assistance during the first two years of the war, the situation would be better today,” the president stated, reiterating that the rightful place of the Republic of Moldova, like that of Ukraine, is in the European Union.

Europe needs the Republic of Moldova – The Republic of Moldova needs Europe

The European Commissioner for Defence, Andrius Kubilius, emphasized the Republic of Moldova’s progress toward European Union accession and its resilience against external interference. In a video message, he noted that Moldovan institutions have set "a wonderful example" for Europe.

"We have worked together to confront attempts to destabilize the Republic of Moldova. You are on the front line. We support you in modernizing your armed forces. You are receiving significant support through the European Defence Facility, making you the second country, after Ukraine, to benefit from such assistance. You can count on our continued support for a stronger and more united Europe," the Commissioner stated.

NATO Deputy Secretary-General Radmila Šekerinskaalso shared a video message highlighting the Republic of Moldova's role in defending democracies and its resilience against disinformation. She emphasized the right of citizens to determine their future without foreign interference, reiterating NATO's commitment to the country's territorial integrity and sovereignty.

Partnership with NATO: Based on respect and shared values

“The partnership between NATO and the Republic of Moldova has lasted for over 30 years. Throughout this time, we have fully respected Moldova's constitutional neutrality and political independence. Our dialogue has intensified, and with support packages from NATO and other countries, Moldova is strengthening its resilience, combating disinformation, and responding to cyber threats,” said Radmila Šekerinska.

The Head of the NATO Liaison Office in the Republic of Moldova, Michaela Guerard Simak, praised the country's commitment to protecting common values. Despite facing hybrid pressures, Moldova has chosen to prioritize human dignity, democracy, and prosperity.

“NATO is proud to stand with the Republic of Moldova as a long-term partner. We support efforts to enhance security, interoperability, and resilience on the path toward European Union membership. These efforts are not only vital for Moldova but also for the stability of the entire region. Strength grows where there is unity," the official emphasized.

Commitments for a stable Moldova

A stable and democratic Moldova contributes to the security of the entire continent, stated Florian Constantin Feyerabend, Deputy Head of the Europe/North America Department at the Konrad-Adenauer-Stiftung. He reaffirmed the organization's commitment to supporting the Republic of Moldova's journey towards European Union membership.

"We will facilitate exchanges of experts, politicians, and practitioners between the Republic of Moldova and Germany. Our foundation operates in Moldova and Eastern Europe, based on the belief that security is inseparable from democracy. When governance is transparent and pluralism thrives, aggression loses its power," emphasized the foundation representative.

Enlargement – strategic investment

The Executive Director of the Institute for European Policies and Reforms (IPRE), Iulian Groza, emphasized that hybrid threats cross borders and create a new battleground. He stated that resilience is a choice embraced by the Republic of Moldova.

"I have discovered that a small state with a vibrant democracy, supported by strong partners and a commitment to democratic values, can endure challenges that once seemed insurmountable," he remarked.

According to Iulian Groza, today's security relies on robust institutions, accurate information, reliable energy sources, and public trust. He noted that the greatest vulnerability lies in facing threats alone, while the greatest strength lies in collaborative action.

"Enlargement represents the most significant strategic investment in the security of the Black Sea region. However, new threats continue to emerge. Early warning systems must become standard practice rather than exceptions. Additionally, effective communication is vital for security: empathetic and proactive communication can counteract fear, manipulation, and confusion," he concluded.


The second edition of the Moldova Security Forum 2025 will bring together government officials, diplomats, EU and NATO representatives, experts, and civil society members to explore the increasing complexity of hybrid threats that affect democratic resilience, electoral processes, and the country’s path toward European integration.

Over two days, the forum will feature plenary sessions, thematic panels, and discussions on disinformation, cyber threats, economic dependencies, and strategies for coordinated regional responses.
