US and Russia reportedly drafting a new 28-point peace plan for Ukraine

US and Russian officials are reported to be secretly developing a comprehensive peace plan addressing four key areas: the conflict in Ukraine, security guarantees, European security, and the future of relations between Washington, Moscow, and Kyiv.

The news was reported by DW.com and The Insider.

Both publications cite the influential American news website Axios, which announced on November 19 that the administration of President Donald Trump is engaged in confidential negotiations with Russian authorities to formulate a new Ukraine ceasefire agreement.

Axios states that the information is based on claims from American and Russian officials involved in the confidential discussions. The proposed document is described as a 28-point plan, drawing inspiration from Trump's previous diplomatic efforts regarding agreements in the Gaza Strip.

US Envoy Whitcoff Discusses Plan with Dmitriev

Axios affirms that the US President's special envoy, Steven Whitcoff, is actively working on the document and has held discussions about it with the special representative of the Russian President, Kirill Dmitriev.

The Russian official visited Miami between October 24 and 26, where he negotiated with Whitcoff and other members of the Trump team.

"Productive three-day meetings in the US with Whitcoff – we discussed the path to peace, trade, economic cooperation. Further progress is expected soon," Dmitriev posted on X.

Dmitriev informed Axios that the objective is to build upon consensus points agreed upon by Trump and Putin in Alaska in August, and to draft a framework intended to resolve the conflict in Ukraine, restore US-Russia relations, and address Moscow's security concerns.

"It is, in fact, a much broader framework. Basically, it is the answer to the question: 'How can we finally ensure long-term security in Europe, not just in Ukraine?'" the Russian special representative said.

The document is reportedly due to be prepared before the next Trump–Putin meeting. A proposed summit, previously set for Budapest, is currently on hold.

The Russian official also stated that the US is outlining the "advantages" of the new plan to Ukraine and European partners amid Russia "recording new successes on the battlefield."

Separately, a White House official confirmed to Axios that Washington has begun informing its European allies and Ukraine about the new plan and that the document is open to adjustments based on their proposals.

It remains unclear how the document proposes to resolve the most contentious issues—primarily the control over the territories in eastern Ukraine, where Russian troops are advancing slowly and do not fully control areas that the Kremlin has already declared as Russian regions in its Constitution.

On November 18, Dmitriev also told the portal that Russia and the US discussed the possibility of a new prisoner exchange.
