Moldova launches emergency communications network with $15M U.S. support — Nick Pietrowicz

The United States of America (USA) continues to support the Republic of Moldova's national security, particularly through the development of critical technological capabilities. One of the most significant projects currently underway is a $15 million program to enhance Moldova's security services' communication systems, especially for emergency interventions. This initiative was announced by Nick Pietrowicz, the U.S. chargé d'affaires in Chisinau, during the "Dimensiunea Diplomatică" program on Moldova 1 TV.
The project aims to establish a dedicated communication network, separate from the public infrastructure, for use in critical situations. Nick Pietrowicz, speaking on a public television station, emphasized that such an infrastructure is essential for a state that is vulnerable to hybrid crises, cyberattacks, or emergency situations, particularly in the current volatile regional context.
“This is a $15 million program designed to enhance the communications of security services in the Republic of Moldova, with a special focus on emergency services. We are constructing a separate communications network so that, in the event of a natural disaster, earthquake, or other catastrophe, border services, police, and firefighters can communicate rapidly and securely. This is a priority we are currently addressing in the Republic of Moldova,” Pietrowicz stated during the November 30 edition of the show “Dimensiunea Diplomatică.”
The American official noted that many of these interventions draw inspiration from the reforms implemented in the U.S. following the September 11, 2001 attacks, which highlighted the vulnerabilities that arise when secure communication channels between crisis management institutions are lacking.
Now, according to the diplomat, these lessons are being applied in the Republic of Moldova, where the risks are direct and ongoing due to the war in Ukraine.
Pietrowicz also discussed Moldova's vulnerabilities concerning cyber and hybrid threats, mentioning that a significant volume of American support is directed toward these areas, which are currently deemed underprotected.
“The United States has provided over $50 million in security assistance since 2022. A significant portion of this funding focuses on cyber defense, as the Republic of Moldova, like any nation, is susceptible to external influences, including criminal groups. Moldova is particularly vulnerable due to its high level of digitalization, rapid internet access, and the availability of numerous public services online,” the U.S. Embassy representative in Chisinau explained.
The diplomat pointed out that Washington is investing in both technical infrastructure and the training of Moldovan specialists, especially as the frequency of cyberattacks on state institutions and energy companies has surged amid the intensifying conflict in Ukraine.
In terms of public order, Pietrowicz confirmed the development of a new forensic laboratory, funded with $1.7 million, aimed at modernizing crime investigation capabilities. At the border, American experts are collaborating with Moldovan authorities to analyze data flows, identify vulnerabilities, and enhance control methods.
Additionally, in the energy sector, the United States is financing the construction of the Straseni-Gutinas power line with $130 million. This project will provide the Republic of Moldova with a new, stable, secure energy connection of European origin, ensuring genuine energy independence, according to Nick Pietrowicz.
On the political and diplomatic front, the official reiterated the United States' unwavering support for the territorial integrity of the Republic of Moldova, particularly concerning regional developments and the unauthorized presence of Russian troops on the left bank of the Dniester.
“The United States stands by the territorial integrity and sovereignty of the Republic of Moldova. This integrity encompasses, as we would phrase it in the U.S., every 'inch'—or, in this case, every centimeter—of the Republic of Moldova, including the entire Transnistrian region,” said the diplomat.
He also indicated that Washington will continue to actively participate in discussions regarding potential peace formats and resolutions for the Transnistrian conflict.
“America stands with you. We have supported you from the beginning. We are with you today and will continue to be with you in the future,” was the message of solidarity conveyed by Nick Pietrowicz at the conclusion of his interview with Ludmila Barbă.
Since the Republic of Moldova's independence, the United States has invested over $2.7 billion in projects focused on development, security, energy, infrastructure, and institutional strengthening.
