Romania, Ukraine, and Moldova establish a trilateral Chamber of Commerce

Romania, Ukraine, and the Republic of Moldova will establish a trilateral Chamber of Commerce (CCTRUM) to enhance interstate cooperation and improve the management of European funds. This initiative has already received support from over 250 institutions and organizations across the three countries.

The proposal to establish a Trilateral Chamber of Commerce was initiated by the Institute for Project Development and Expertise (IDEP) Moldova during a conference held on June 4, 2025, at the European Parliament. This initiative was included in the strategic document of the Alliance of Eastern European MEPs for the Reconstruction of Ukraine (AMEERU).

IDEP Moldova states that the Trilateral Chamber of Commerce aims to create a common institutional platform that will enable companies from Romania, the Republic of Moldova, Ukraine, and the EU to initiate public-private partnerships and participate in consortia for cross-border projects focused on the reconstruction of Ukraine's infrastructure, economy, and communities affected by the war.

"This organized trilateral cooperation would benefit all parties involved: Ukraine would gain from the direct contributions of companies from two neighboring EU member countries, while Romania, the EU, and the Republic of Moldova would have the opportunity to leverage their expertise and capabilities in support of Ukraine's reconstruction, thereby expanding their businesses and contributing to regional stability and prosperity," the organization emphasizes.

The initiative was validated during discussions organized by the Chamber of Deputies in Bucharest on September 9, and later in Iași on November 21. Over 170 representatives from central and local administrations, the business sector, academia, and civil society from the three countries confirmed the need to establish the Trilateral Chamber of Commerce.

The next meeting is scheduled for January 20 in Chișinău, where the institutional framework for establishing this new entity will be finalized, and joint projects for economic cooperation and investment in Ukraine’s reconstruction will be identified. This event will bring together decision-makers and experts from the three countries.

"The war in Ukraine has tested Europe’s unity and values, but our collective response—ranging from humanitarian and military aid to economic support and the establishment of solidarity corridors—has shown that European unity is both real and tangible. The reconstruction of Ukraine will undoubtedly serve as a long-term test of this unity," reads the proposal document released by IDEP Moldova.

The organization highlights that only through solidarity and shared responsibilities can this challenge be effectively addressed. "Romania, the Republic of Moldova, and Ukraine, along with the entire European Union, must work closely together to rebuild what has been destroyed and restore hope to the millions of people affected by the conflict," it concludes.
