Government launches renewable energy registry to boost market development

Installers of systems utilizing renewable energy sources (RES) will be registered in a dedicated registry. They will be required to submit a list of completed projects and their beneficiaries to the National Center for Sustainable Energy (CNED) every six months. This measure is outlined in a government-approved regulation dated January 14 and aims to align the national framework with European requirements.

The document approved by the Executive outlines the professional competence requirements for installers, aimed at ensuring the safety of installations and protecting consumers. The SER record will enable authorities to conduct inspections in response to security risks, complaints, or reported defects.

Additionally, the Regulation acknowledges certifications issued by accredited bodies from European Union member states, contracting parties to the Energy Community Treaty, and countries with which the Republic of Moldova has established bilateral agreements in this area. According to Minister of Energy Dorin Junghietu, the new regulation will promote professional mobility and the sharing of best practices.

While it introduces a more stringent framework for the private sector, the project is expected to foster the development of a more robust renewable energy market, aligned with established standards and best practices for performance and safety in the use of these technologies. In conclusion, the project aims to support the sustainable growth of the renewable energy market and enhance the Republic of Moldova's energy security, as stated by the minister during a government meeting.

By 2030, the Republic of Moldova aims to ensure that 27% of final energy consumption comes from renewable sources. According to estimates, there are currently over 100 photovoltaic system installers operating in the country, but only 38 are officially registered.

The regulation requiring the registration of installers and the maintenance of records for renewable energy systems (RES) will take effect six months after its publication in the Official Gazette. This period is intended for adapting professional training processes, updating procedures, and completing installer registries.
