“1+1” talks in Tiraspol: Meeting set for February 26 at the OSCE Mission headquarters

The political representatives from Chisinau and Tiraspol will meet on February 26 at the headquarters of the Organization for Security and Co-operation in Europe (OSCE) Mission, located on the left bank of the Nistru, to discuss the Transnistrian settlement.

"The presence of media representatives from the right bank of the Dniester will be ensured on site," the Office for Reintegration Policies in Chisinau informed.

The meeting in Tiraspol will be the first between the Deputy Prime Minister for Reintegration, Valeriu Chiveri, who took office in November 2025, and the separatist administration's representative in the negotiations, Vitali Ignatiev.

We note that no official meeting of political negotiators in the “1+1” format took place last year; the last one was in November 2024.

“Teleradio-Moldova” notes in a year-end retrospective that 2025, which, according to commentators, should have opened a “historic opportunity” in negotiations to resolve the frozen conflict, was marked by persistent economic crises and an almost non-existent political dialogue between Chisinau and Tiraspol.

The separatist administration rejected all offers of support from the Moldovan constitutional authorities and European partners, opting for obscure schemes for gas deliveries to the region.

Tiraspol has extended the state of emergency in the economy several times, and from March 1 until the end of this year, it will introduce a special regime for paying salaries to employees in the budget sector in the region: twice a month, in equal instalments. The measure was justified by the need to optimize budget expenditures and maintain strict control over public finances.

In the context of reporting on the meeting on February 26, the Transnistrian press writes that Valeriu Chiveri "has so far avoided meeting with the Tiraspol representative" and that "evading dialogue leads to low productivity of contacts and degradation of the dialogue as a whole".

Deputy Prime Minister Valeriu Chiveri has stated several times that the reintegration of the Republic of Moldova remains a strategic objective, but a "classic plan" for reintegration is no longer feasible, as new mechanisms are needed to bring the two banks of the Nistru closer. The official noted that the Government is counting on a flexible strategy that would enable rapid responses to crises.

The activity of the “5+2” negotiation format, which includes Chisinau and Tiraspol, Russia, Ukraine, and the OSCE as mediators, and the EU and the US as observers, was officially suspended following the outbreak of the war by the Russian Federation in Ukraine. In recent years, interaction between the two banks of the Nistru has been limited exclusively to direct dialogue between political representatives from Chisinau and Tiraspol.
