Bălți Hospital and water projects: PM Munteanu details new EU funds

The new €189 million tranche from the Growth Plan, disbursed by the European Commission on March 17, will fund the construction of the Bălți Regional Hospital, expand access to drinking water in several localities, and develop childcare services, announced Prime Minister Alexandru Munteanu.
“The funds will be directed to projects that matter to citizens: in the energy sector, to advance the construction of the Bălți Regional Hospital, to expand access to drinking water in multiple localities, to develop childcare services, and to support young people entering the labor market. Moldova invests in its people, and these projects will bring better conditions nationwide,” said the Prime Minister, welcoming the “good news from Brussels.”
Alexandru Munteanu emphasized that the disbursement of this new tranche from the Growth Plan follows “the successful implementation of 24 committed reforms and opens technical negotiations on the last three chapter clusters.”
“Today’s decisions confirm that the Republic of Moldova is fulfilling its commitments in the EU accession process. Moldova is modernizing, we have the trust of our European partners, and we will continue working to improve citizens’ lives,” the Prime Minister wrote on his Facebook page.
The announcement of a new €189 million tranche from the Growth Plan was made by EU Commissioner for Enlargement Marta Kos at a Brussels press conference, where the opening of technical negotiations with Moldova on the last three clusters was also announced.
Key reforms achieved by Moldova include reducing administrative burdens for businesses, strengthening cybersecurity and emergency response capacity, advancing digitalization of public services, improving budget transparency, and enhancing mechanisms to combat fraud, recover assets, and reform the judiciary. Additionally, national electricity and balancing markets have been launched, and the adoption of renewable energy has accelerated.
According to the European Commission, €173 million of the disbursed tranche will be transferred directly to the state budget, while €16 million will support projects in Moldova through the Neighborhood Investment Platform.
Today’s disbursement adds to the €289 million already provided to Moldova in 2025.
The EU Growth Plan for Moldova foresees total funding of €1.885 billion, including €385 million in grants, to be disbursed by 2028 for projects aimed at bringing the country closer to EU standards.
