Ambassador Cosmin Dinescu awarded “Diplomatic Merit” medal for Moldova resilience support
Ambassador Cosmin Dinescu, the outgoing Head of the European Union Partnership Mission to the Republic of Moldova (EUPM), was awarded the Diplomatic Merit Medal, 2nd Class. The medal was presented to him on April 15 by Deputy Prime Minister Mihai Popșoi, who also serves as the Minister of Foreign Affairs. This recognition honors his contributions to enhancing cybersecurity and strengthening institutional resilience in the Republic of Moldova.
During the farewell meeting with the ambassador, Deputy Prime Minister Mihai Popșoi underscored the European Union Police Mission (EUPM) 's role as a trusted partner of national authorities, particularly in enhancing crisis management capacities and addressing hybrid threats.
Popșoi emphasized the European mission's contribution to strengthening the resilience of national institutions, especially regarding the electoral processes scheduled for 2024-2025, which are to be conducted under democratic conditions.
He also appreciated the support provided to the Ministry of Foreign Affairs, particularly in strategic communication and IT system development.
The discussions included the EUPM's involvement in the launch of the European Union rapid reaction teams in 2025, a measure aimed at countering hybrid threats, which is also relevant for other partner states.
Additionally, the parties reviewed the implementation of the EUPM Action Plan for the period 2025-2027 and noted progress in cooperation with national institutions.

According to the head of Moldovan diplomacy, Ambassador Cosmin Dinescu played a significant role in fostering cooperation between the Republic of Moldova and the European Union during his tenure.
