EVO 2.0 drives digital transformation of public services

At the Moldova Digital Summit 2026, the Electronic Governance Agency (AGE) introduced the latest version of the government application, EVO 2.0. This update enhances the user experience by providing quicker access to services, proactive notifications, and the functionality to receive, share, and manage digital files. Additionally, users can manage their social payments accounts more efficiently.
In 2025, digital government services generated payments totalling over 853 million lei (about 44 million euros), and the time saved by using them exceeded 9.3 million hours. This means over 1,000 years of life returned to citizens and the business environment.
“Moldova has demonstrated that digitalization is not just about technology, but also about time saved, avoided roads, simpler interactions and more trust between citizens, companies and the state. With EVO 2.0 and the digital identity wallet, we are moving to a new stage: from services available online, to services that come closer to people, are easier to use and can be accessed safely, directly from the phone. Our vision is a friendly digital state, where 100% digital means more time for you and your business”, said Nicoleta Colomeeț, director of AGE.
EVO 2.0 maintains well-known functionalities, including access to public services, payments, transaction history, appointments, digital empowerment, and datasets available to citizens. A significant addition in this new version is the EVO digital identity wallet.
Previously, the “My Documents” module of the EVO application, launched in 2024, included the ID card, driving license, and registration certificate, all of which are legally equivalent to their physical counterparts.
However, verification of these digital documents was limited to direct user-to-user interactions (phone-to-phone), which made adoption by institutions challenging.
The new digital identity wallet enables direct identity verification within institutional systems, banks, and business environments in just a few seconds. It enables the secure and controlled sharing of necessary data, eliminating the need for paper copies and unnecessary manual processes.
Another important aspect of the digital transformation is MConnect, the interoperability infrastructure that facilitates secure data exchange between institutions. By 2026, MConnect successfully handled over 3.2 million data exchanges daily, totalling more than 394 million exchanges.
This modern infrastructure enables the state to reduce the repeated requests for the same documents and develop proactive services automatically configured based on citizens' life events.
AGE also announces the ongoing development of the evo.gov.md portal as a single access point for public services, personal data, electronic signatures, and digitalization resources. The strategic goal is for citizens and entrepreneurs to avoid searching for public services across fragmented systems and instead access them through a single digital gateway.
The Republic of Moldova is one of the few non-EU countries implementing the Digital Identity Wallet while fully adhering to the principles of the European Union Digital Identity (EUDI) Wallet. Our country has joined the international WE BUILD consortium, which includes Germany, Estonia, the Czech Republic, Italy, Poland, Romania, France, Belgium, and Finland. This consortium was chosen by the European Commission to participate in the European Union Digital Identity Wallet (EUDI) Large-Scale Pilot Project.
In January 2026, the Moldovan authorities launched the web version of the EVO application, which preserves the same features for accessing and paying for public services. This platform combines the functionalities of the former servicii.gov.md and mcabinet.gov.md, serving as the single access point for all state services.
