Online shopping gets more expensive: 20% VAT takes effect on foreign orders

Published

Starting November 1, Moldovans must pay 20% VAT on parcels worth up to 150 euros ordered from foreign online platforms such as Temu, Shein, and AliExpress. The tax also applies to orders placed and paid for before this date, provided they are imported and cleared through customs on or after November 1.

VAT can be paid directly through the online platform when placing an order or upon receiving the parcel from the postal operator. The collection method is determined by each company. According to the Customs Service, buyers will not need to file customs declarations themselves, as postal operators will handle all the necessary formalities.

For example, a product worth 1,000 lei will incur 200 lei in VAT, bringing the total cost to 1,200 lei. In addition, starting January 1, 2027, an administrative fee of 12 lei will apply to each parcel.

Another important aspect concerns product returns. According to Finance Minister Victoria Belous, current legislation does not provide for VAT refunds on returned parcels. However, non-commercial shipments between individuals, including gifts, will remain exempt from VAT, provided their value does not exceed 150 euros and all legal requirements are met.

The VAT measure was initially scheduled to take effect on October 1 but was postponed by one month at the request of economic operators, who needed additional time to adapt their IT systems. According to the Government, the measure is intended to create fairer tax conditions for local retailers competing with international online platforms and generate additional revenue for the state budget.

Authorities estimate that the new tax system will bring in approximately one billion lei annually. According to the Customs Service, more than 11 million parcels from abroad entered the Republic of Moldova in 2025.
