ELECTIONS 2025 // Over 16,000 diaspora citizens notified the CEC they will vote abroad on September 28

The pre-registration process for citizens with the right to vote abroad, during which they declared their intention to vote in a specific location for the parliamentary elections on September 28, concluded on August 14. This year, 16,149 Moldovans living in the diaspora informed the authorities of their desire to cast their votes from abroad.
Citizens who pre-registered on the Central Electoral Commission (CEC) platform will have the opportunity to cancel their registration until September 3.
The majority of Moldovans with the right to vote who pre-registered this year are from the Russian Federation, totaling 13,040.
However, authorities have announced that only two polling stations will be opened in the Russian Federation, located inside or near diplomatic missions, for security reasons. This is similar to the arrangements in Ukraine and Israel, both of which are countries involved in military conflicts.
Following Russia, Italy has the next highest number of pre-registered Moldovans, with 484. Other countries include Germany with 435, France with 263, the United Kingdom with 259, Romania with 253, among others.
The number of Moldovans who pre-registered this year is lower than last year, when 20,064 individuals notified the central electoral authority of their intention to vote abroad in the presidential elections and the referendum on European integration.
In total, 127,163 Moldovans from 5,516 localities in various countries have pre-registered on the CEC platform since 2018. The largest groups are from Russia (26,070), Italy (23,185), the United Kingdom (16,539), Germany (15,324), France (9,550), and Romania (7,421).

The authorities proposed opening 294 polling stations in over 41 countries for the parliamentary elections on September 28. Most of these stations will be located in Italy (73), followed by Germany (36), France (26), Romania and the United Kingdom (23 each), and the United States (22).
The final decision regarding the number and locations of polling stations abroad will be made by the Central Electoral Commission (CEC) by August 24.
This proposed number of polling stations is higher than the 231 that were opened abroad during the recent constitutional referendum and presidential elections, which covered 37 countries.
We remind you that pre-registration is an optional procedure. This allows citizens of the Republic of Moldova with the right to vote to indicate their intention to vote in a specific location abroad. A voter who expresses their desire to vote abroad will be removed from the regular electoral list.
This pre-registration process helps the authorities estimate the number of voters and determine where polling stations should be established effectively.
