Telegram leaks: Șor’s firms used to undermine Moldova’s democracy

Ilan Shor, who was convicted and is currently evading the justice system in the Republic of Moldova by hiding in Moscow, reportedly manages at least six companies. These companies employ individuals from the Republic of Moldova, Kyrgyzstan, Israel, and Tajikistan. Through these businesses, he orchestrates various activities aimed at undermining democratic processes in several former Soviet states, including the Republic of Moldova.
A leak of information that surfaced on Wednesday, September 3, following the hacking of several Telegram communication channels linked to Ilan Shor and the "Victorie" Bloc, has unveiled a well-organized structure comprising companies, departments, and project managers through which the fugitive Ilan Shor seeks to gain power in the Republic of Moldova.
According to documents reviewed by Teleradio-Moldova, the network managed by Shor includes the following companies: "Enikei" (IT), with general manager Victor Alexandreanu; "Perspectiva" (TV), headed by general manager Iana Cucerenco; "Treis Road" (transport), managed by Alexei Daniko; "Casa de compartiment Eurasia," led by manager Denis Konovalenko; "Kapital Ofice," with general manager Alexandr Zavarzin; and the well-known "Eurasia," whose director is Nelli Parutenko. Notably, both she and Ilan Shor are included on the sanctions list of several Western states.
"Eurasia" has reportedly been involved in various destabilizing activities, such as organizing pilgrimages of Moldovan priests to the Russian Federation prior to last fall's elections.
According to data from June 2025, "Eurasia" employs hundreds of individuals and is the most complex organization in terms of structure, which includes at least ten departments:
- Department of Youth and Educational Programs for Schoolchildren, Students, and Young Professionals
- Department of Expert Communities, Thematic Forums, and Asset Assemblies
- Department for the Development of Programs and Projects in the Media Community
- Department for the Development of Intercultural Programs and Projects in the Sphere of Creative Industries
- Department for the Development of Sports Programs and Projects in the Field of Tourism
- Department of Information and Analytical Support
- PR Department
- Department of Organizational, Legal and Personnel Support
- Department of Financial Control of Grant Programs
According to the same documents, one employee in the Department of Youth and Educational Programs for Schoolchildren, Students, and Young Professionals holds the position of project manager for working with participants in the Know Russia program.
The documents also detail the salaries of the respective employees, though the currency is not specified.

A recently released document, made public following the hacking of Telegram channels, reaffirms how the Shor group coordinates its network of activists in the Republic of Moldova to organize destabilizing actions and manipulate election results.
For instance, during July and early August of this year, three activists from southern Moldova, affiliated with the Shor group, managed to organize over 40 meetings with residents from various localities in the Taraclia district, including Tvardița, Aluatu, Ciumai, Cairaclia, Corten, Valea Perjei, and Mirnoe. These lists contain personal information, including names, dates of birth, and phone numbers.
Additionally, a unique message appeared today on several Telegram channels associated with the Shor group: "The Victorie Bloc was broken, and you will no longer be paid. Ilan Shor and Russia are attempting to steal the future of the Republic of Moldova. Your personal data and criminal activities are now public for all to see. You are on your own."
As of now, neither Ilan Shor nor those close to him have commented on the incident involving the Telegram channels.
