Parliament will vote on 90 draft laws, clearing past backlogs

In 2025, the Parliament of the Republic of Moldova was expected to vote on 236 draft laws as part of its National Program for Accession to the European Union. However, the previous legislature approved only 144 of these laws. Doina Gherman, the deputy speaker of the newly formed Parliament, stated on the show "IN CONTEXT" on Moldova 1 TV that the backlog of 92 draft laws needs to be addressed within the next three months.

"For 2025, in the National Accession Plan, we had 236 projects, we managed to achieve 144 by the elections. This is the difference we must achieve in these three months to make outstanding progress in the legislative field. Especially on the European agenda, as well as on certain dimensions: the Ministry of Labor, the Ministry of Education. As long as the deputies were in the campaign, most of the ministries were functional, work was done, the projects are prepared. Therefore, we must do our job and start adopting laws", stated Doina Gherman in the show IN CONTEXT.

According to Doina Gherman, the current Parliament has proposed an ambitious agenda, with an emphasis on "foreign policy and European integration as priority zero", as well as on the harmonization of legislation.

"We want to strengthen our relations with the EU member states and not only. We will have many delegations visiting, we have a lot of work to do internally. (...) Beyond the authorities of the EU member states, we must convince the citizens of those countries that the Republic of Moldova deserves to become an EU member state and that Moldovans are European. There are certain countries that have a dose of skepticism regarding enlargement and that is why we should go very targeted in these countries, beyond the authorities that support us. We have seen how consolidated the position of the 27 EU member states is for advancing the European agenda", the Deputy Speaker of the Parliament pointed out.

On the same show, the Deputy Speaker of the Parliament rejected accusations that the opposition had been wronged in the distribution of positions in the standing committees of the Parliament.

"Proportionally, the opposition is represented both numerically and nominally in all parliamentary committees. I want to mention that absolutely all legal aspects were respected, the minutes of all factions, there were no major debates in the end. There was a consensus and we do not want to perpetuate this dialogue for too long, because it is not about functions and positions. People expect us to get down to business and work", emphasized Gherman.

The Vice President explained the need to avoid blockages in the distribution of portfolios, to allow the rapid investiture of the new Executive.

"Our basic principle now is to ensure the functionality of the Parliament. However, if we do not have a functional Parliament and functional standing committees, we will not be able to move forward with the Government. So, we want to have an officially invested Government by the end of this week, that is, tomorrow, and to start working on all areas. If we have blockages in Parliament on the division of portfolios and areas, and seats, then we will not be able to progress", the deputy speaker said.

Doina Gherman pointed out that on Friday, October 31, at 09:00, the candidate designated for the position of Prime Minister, Alexandru Munteanu, and the ministers proposed for the Cabinet he leads will be present at the Legal Committee meeting for appointments and immunities.

"There, the documents of the cabinet of ministers will be examined and there will be an opportunity to ask questions regarding the proposed government program. After that, at 10:00, the plenary session will begin and we want to finalize it tomorrow. It's the weekend, if the oath-taking is not successful tomorrow, then on Saturday, first thing in the morning", said Doina Gherman.

The Deputy Speaker of the Parliament also wanted to specify, in the end, that "Moldovans voted for a European future, for peace and for development": "All of us - both the Parliament and the Government - must deliver these objectives and we will focus on them".


The 12th Parliament was constituted on 22 October, following the validation of the mandates of the deputies elected in the 28 September elections. Igor Grosu was re-elected as Parliament Speaker, and Doina Gherman (PAS) and Vlad Batrîncea (PSRM) were reconfirmed as deputy-speakers.

The current legislature has six parliamentary factions, with PAS holding the majority with 55 mandates. The new structure includes 12 standing committees, seven of which will be led by the government and five by the opposition. The Committee for European Integration was created for the first time in the Legislature.

On Friday, 31 October, Parliament is due to meet to invest the Government led by Alexandru Munteanu.
