CSP dismisses prosecutor accused of student harassment: “Human dignity must be respected”

Prosecutor Igor Buliga, from the Râșcani Office of the Chisinau City Prosecutor's Office, was dismissed from his position by the Superior Council of Prosecutors (CSP) on December 4. This decision followed the initiation of a disciplinary procedure in response to allegations of sexual harassment involving a student.

The Council took action following the emergence of information regarding the prosecutor's inappropriate behavior towards a student intern at the Prosecutor's Office, as stated by Andrei Cebotari, a member of the Superior Council of Prosecutors (CSP).

After reviewing the evidence, the CSP determined that prosecutor Igor Buliga exhibited "behavior contrary to the norms of professional ethics towards a person under his supervision."

The decision to dismiss him from his position, approved as a disciplinary measure, conveys the message that "any behavior that undermines human dignity, professional honor, and the prestige of the Prosecutor's Office is unacceptable and will be sanctioned according to the law," Cebotari emphasized.

He also remarked that legal institutions have a duty to protect young individuals who aspire to pursue a career in law.

"Legal institutions must remain safe, honest, and respectful environments—especially for young trainees, who should see prosecutors as models of integrity and responsibility," concluded the CSP member.

Ziarul de Garda reported that in September 2024, the prosecutor allegedly made indecent remarks to the student during her internship.
