Moldova agricultural subsidies: AIPA reports 43% budget absorption for 2026

Moldova’s Agency for Intervention and Payments for Agriculture (AIPA) has disbursed over 1 billion MDL (approx. €51.02 million) by April 2026. This represents 43% of the total €118.37 million (2.32 billion MDL) national fund allocated for agricultural and rural development this year.

Deputy Director Diana Coșalîc emphasized that while state support is robust, securing funds requires strict adherence to professional investment standards. Applications must demonstrate realistic 5-year objectives to pass AIPA’s mandatory oversight and monitoring protocols.

Operational requirements and certification

Applicants must now hold a minimum of 40 hours of specialized training in their project’s field. The Rural and Agricultural Counseling Center provides this mandatory vocational certification to ensure technical viability.

Partnerships with equipment and service providers must be documented at the submission stage. Clear contractual links between farmers and suppliers are critical for the internal audit process and final approval.

Evaluation timelines and historical growth

The review process for a subsidy request currently averages three months from submission to approval. This structured timeline allows for rigorous vetting of financial and technical documentation.

In 2025, the sector saw record growth with €92.86 million (1.82 billion MDL) distributed to over 8,650 producers. The current 2026 budget marks a significant expansion in the state's commitment to agricultural modernization.
