Chișinău conditions infrastructure aid on removal of illegal Transnistrian checkpoints

Deputy Prime Minister for Reintegration Valeriu Chiveri described today’s "1+1" format meeting in Tiraspol as a necessary diplomatic exercise, despite a lack of immediate breakthroughs. Speaking on Moldova 1’s "În Context," Chiveri emphasized that Chișinău successfully challenged Tiraspol’s disinformation regarding the government's negotiating mandate.
The meeting aimed to clarify the Transnistrian region's stance on Moldova’s sovereignty and territorial integrity. While initial exchanges were characterized by diplomatic friction, the private discussions proceeded in a calmer atmosphere, focusing on reintegration goals.
Countering Kremlin-backed narratives
Chiveri directly addressed Tiraspol’s insistence on maintaining the "5+2" negotiation format. He characterized the platform as a tool for the Russian Federation to project influence rather than a vehicle for conflict resolution.
"This format exists only on paper," Chiveri stated. He noted that years of meetings failed to produce concrete results, serving primarily as an international platform for Tiraspol to promote interests aligned with Moscow.
Infrastructure aid tied to security
The Moldovan delegation presented initiatives for economic reintegration, including the newly established convergence fund and updated fiscal regulations. Chiveri firmly rejected claims of an "economic blockade," clarifying that these funds support social projects and vulnerable populations.
The Deputy Premier reiterated that the rehabilitation of bridges and roads across the Dniester remains contingent on security concessions. Specifically, Chișinău demands the removal of unauthorized checkpoints that impede free movement in the Security Zone.
A shift in regional realities
Chiveri warned that the status quo is no longer sustainable due to the significant geopolitical shifts in recent years. He urged Tiraspol to acknowledge new ground realities or risk future isolation.
The meeting, held at the OSCE Mission headquarters, included a proposal for a joint declaration on political settlement based on Moldova’s internationally recognized borders. Tiraspol representative Vitali Ignatiev rejected the proposal, underscoring the ongoing divide between the two banks.
